Section 242 of the Adult Education and Family Literacy Act (AEFLA) provides funds for the Secretary of Education to establish and carry out a program of national leadership activities to enhance the quality and outcomes of adult education and literacy activities and programs nationwide. Within the U. S. Department of Education, the Office of Career, Technical, and Adult Education (OCTAE) administers section 242 national leadership activities. Section 242 of AEFLA specifies required national leadership activities and provides an illustrative list of allowable national leadership activities.
Required National Leadership Activities
Required national leadership activities include technical assistance to help states meet the performance accountability requirements in section 116. OCTAE provides technical assistance to eligible providers in using performance accountability measures through its National Reporting System (NRS). NRS activities include training and technical assistance, webinars, self-paced online courses, workshops, and Podcasts. The NRS provides training and technical assistance to states in ways that best meet the needs of program providers to improve data quality, increase data use for program development, develop data systems, and more.
Allowable National Leadership Activities
In addition to the required activities, OCTAE also uses national leadership funds to advance adult education and improve teacher quality. These federal initiatives include supporting states’ implementation of standards for education and training and evidence-based instructional practices; integration of digital literacy skills and tools into teaching and learning; and development of career pathways and implementation of integrated education and training programs.
OCTAE’s national leadership activities also support the work of adult educators and learners through the Literacy Information and Communication System (LINCS). LINCS is made up of a searchable online resource collection organized by topic, role, and resource type; over 30 self-paced online courses; and a learner center that connects adult learners to online resources organized by student goals.
