Dual Enrollment for Adult Learners

Ability to Benefit alternatives expand adult learners’ access to postsecondary education and training through the use of federal student aid.

Ability to Benefit (ATB) alternatives allow students who do not have a high school diploma or equivalency to be eligible for Title IV student assistance (federal student aid) if the student is enrolled in an eligible career pathway program (ECPP). This co-enrollment in postsecondary education and adult education is similar to dual enrollment for high school students, hence the project title, “Dual Enrollment for Adult Learners” (DEAL).

Students must meet one of the following ATB eligibility alternatives to become eligible for aid:

  • Pass an ATB test (CELSA, ACCUPLACER, Texas Success Initiative Assessment)
  • Complete at least six credit hours or 225 clock hours applicable to a degree or certificate offered by the postsecondary institution 

Participate in a State Process approved by the Secretary of Education

Introduction to DEAL

The Dual Enrollment for Adult Learners (DEAL) project aims to support States in the development and implementation of Ability to Benefit (ATB) State Processes. The project will provide support to states as they undertake this work, which will also result in resources for the wider field. 

Benefits of the State Process include:

  • Fewer delays for students in accessing federal student aid
  • Greater flexibility for institutions, since they can still use the other ATB alternatives
  • Improved supports for students to help them succeed in an accelerated dual enrollment program 

DEAL is implemented by Manhattan Strategy Group, World Education, and RTI International (Contract No. GS10F0201T).

DEAL State Process Technical Assistance (TA) Cohort

States interested in developing a State Process can participate in technical assistance and community of practice activities that will begin in early summer 2025. A webinar will be held May 8, 2025 at 3:00 p.m. EDT – Register Here.
