This user guide provides step by step instructions for submitting Perkins V State Plan and budgets for FY 2025 through the Perkins Web Portal. It is intended for use by State Directors and State staff who are responsible for providing State Plan information to the Department.

The Department recently published notices in the Federal Register inviting public comments  on proposed revisions to the Department’s two principal information collections for the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins V): (1) the Perkins V State Plan Guide (OMB #1830-0029), which collects State Plans, plan revisions, and State-determined performance levels for the core indicators of performance;  and (2) the Perkins V Consolidated Annual Report (CAR) (OMB #1830-0569), which collects data on student participation in CTE, the use of Perkins V funds, and the progress of States in achieving State-determined levels of performance.  The Department is proposing to make

2024 marked a pivotal moment in the implementation the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins V) as States had the option of submitting new four-year State Plans or making minor or substantial revisions to existing plans laying out a vision, goals, and accountability metrics for their career and technical education (CTE) delivery systems. The Division of Academic and Technical Education (DATE) conducts monitoring activities under the Carl D. Perkins Career and Technical Education Act of 2006 as amended by the Strengthening Career and Technical Education for the 21st Century Act (Perkins V).  In accordance with the Department’s regulations at 2 CFR 200.300, DATE develops an annual monitoring plan for state grantees.  Among the purposes of the plan are to:Uphold the Department’s fiduciary responsibility in protecting against waste, fraud, and abuse of federal funds;Ensure that state grantees effectively comply with the requirements of Perkins V and applicable Department statutes and regulations (including the Education Department General Administrative Regulations (EDGAR)); andEnsure that state grantees are making
